CM/ECF and PACER Multifactor Authentication

In May 2025, the Administrative Office of the U.S. Courts (AO) began implementing multifactor authentication (MFA) to enhance system security for CM/ECF and PACER. MFA provides an added layer of security to accounts by helping protect against cyberattacks that steal passwords, significantly reducing the risk of unauthorized access.

All CM/ECF and PACER users are able to enroll in MFA. Users with filing and all other types of CM/ECF-level access are required to enroll in MFA, while users with PACER-only access have the option to enroll. To help mitigate long call wait times at the PACER Service Center, only users who receive a prompt to enroll in MFA when they log in should proceed with the MFA enrollment process. No action is necessary for those who have not yet received an MFA enrollment prompt.
